At the third Nuclear Security Summit in The Hague, the Netherlands, on March 24, 2014, President Xi Jinping proposed a rational, coordinated and balanced approach to nuclear security. The proposed approach calls for an equal emphasis on: development and security, entailing the need to develop nuclear energy with adequate safety and security measures in place; rights and obligations, ensuring the respect for the rights and interests of all countries in the process of pursuing international nuclear security; individual and collaborative efforts, focusing on mutual benefits and win-win solutions in seeking universal nuclear security; and measures to treat symptoms and those to address root causes, so as to strengthen nuclear security and remove any associated risks at the root.
As the White Paper entitled “Nuclear Safety in China” points out, China’s approach to nuclear security reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in the nuclear field and constitutes an integral part of China’s holistic approach to national security.
